South Africa - About To Boil

The South African President Jacob Zuma has been giving more details of his plans for radical land reform. 

He said foreigners would be banned from owning farmland, but would be able to take out long-term leases. 

South Africans who own more than twelve-thousand hectares would be forced to sell the excess to the government for redistribution. 

But Mr Zuma said the proposed legislation would not be applied retroactively for constitutional reasons. 

Two decades after the end of apartheid, land is still concentrated in the hands of a small, largely white minority -- and remains a highly emotive issue.
